How reproducible:


Steps to Reproduce:
1.rv tcg虚拟机cpu mode配置为rva23s64，启动rv tcg虚拟机
2.在rv tcg虚拟机中启动kvm虚拟机，虚拟机启动报Oops - illegal instruction

Actual results:
kvm虚拟机启动失败


Expected results:
kvm虚拟机启动成功
