xmlrpc-c update

Description of problem:
因在版本号比较时判断an8低于el8，出现了xmlrpc-c-1.51.0-5.el8高于xmlrpc-c-1.51.0-5.an8_5.1的错误判断结果，使用户无法正常成功升级到xmlrpc-c-1.51.0-5.an8_5.1的新版本。
