Description of problem:
for some cpu, core-power will set error.
after backport these patches, this error will be fixed. and the SST driver code will be aligned with latest upstream driver. 

Version-Release number of selected component (if applicable):


How reproducible:
set core-power on SPR for each CPU,  it will return error for few CPU.
