Description of problem:
海光通用安全证书用于定制海光的所有安全功能，如：CSV、TPM、TDM、TKM、TPCM等；使用海光芯片的用户，必须导入海光通用安全证书，并通过海光安全处理器的证书校验，才能使用海光的安全功能。在kernel driver中增加API接口，方便用户使用海光安全工具导入该证书。
