Description of problem:

The upstream commit 24ac6fb6e3647fff3646b3ea1811095441380560 mm/cma: using per-CMA locks to improve concurrent allocation performance introduce the per-CMA level locks, this will avoid the global big lock for CMA and improve concurrent allocation performance.

Hygon CSV3 can utilize this new per-CMA locks feature, revert the cma APIs introduced by Hygon CSV3.
