Description of problem:

在合入anolis的mpam特性补丁后，在有些鲲鹏机器上系统启动不了

How reproducible:

一些不支持mpam的bios版本低的鲲鹏机器上必现


Steps to Reproduce:

分别在多台鲲鹏测试机上测试合入mpam的anolis内核，一些机器能够正常启动，一些机器无法启动。

能启动的鲲鹏机器bios版本：1.72
不能启动的鲲鹏机器bios版本：1.38

Actual results:

bios低版本的机器无法启动

Expected results:

无论什么机器、是否支持mpam，系统都能都正常启动。
