Description of problem:
热插拔测试，cx5网卡热插拔后无法被识别

Version-Release number of selected component (if applicable):
5.10内核，海光平台，cx5网卡接在pmc4000 switch后面

How reproducible:


Steps to Reproduce:
1.拔掉网卡
2.等待10秒后插上网卡
3.查询网卡是否识别

Actual results:
lcpi命令无法识别到网卡

Expected results:
lspci命令识别到网卡
