中文不能输入

How reproducible:
必现

Steps to Reproduce:
1.点击 右上角菜单栏 输入法,查看当前输入法中/英，全角/半角，简体/繁体等设置
2.点击 任意输入框，输入内容
3.点击 右上角菜单栏 输入法，切换中英文模式，重复步骤2
4.使用快捷键切换中英文模式，重复步骤2
5.点击 右上角菜单栏 输入法，切换全角半角符号模式，重复步骤2
6.使用快捷键切换全角半角符号模式，重复步骤2
7.点击 右上角菜单栏 输入法，切换简体繁体中文模式，重复步骤2
8.使用快捷键切换简体繁体中文模式，重复步骤2

Actual results:
1.系统不能输入中文
2.输入法设置不起作用

Expected results:
1.步骤1弹出首选项提示框，显示信息无误
2.步骤2可成功输入内容
3.步骤3，4可正常输入内容，中英文模式与当前设置一致
4.步骤5，6可正常输入内容，全角半角符号模式与当前设置一致
5.步骤7，8可正常输入内容，简体繁体中文模式与当前设置一致
