桌面打开应用，任务栏无窗口，不显示应用

环境：
1. https://build.openanolis.cn/kojifiles/rsync/anolis/23.4/isos/BETA/
x86 ARM loongarch

步骤：
1.打开2个终端、3个火狐浏览器、3个文管应用窗口在当前桌面
2、按下“Alt+tab”/“Alt+Shift+Tab”组合键，进行切换，然后注销，登录系统


实际结果：
1、打开终端获取其他应用后，任务栏不显示应用

期望结果：
1、桌面打开应用，任务栏存在当前应用窗口，显示此应用
