无法最大化

环境：
1. https://build.openanolis.cn/kojifiles/rsync/anolis/23.4/isos/BETA/
x86 ARM loongarch

步骤：
1、鼠标拖拽窗口标题栏至屏幕顶端释放鼠标


实际结果：
鼠标拖拽窗口标题栏至屏幕顶端释放鼠标后，窗口没有最大化

期望结果：
应用窗口最大化且窗口位于dock栏之上（dock栏为一直显示模式）
