系统安装玲珑应用失败

环境：
1. https://build.openanolis.cn/kojifiles/rsync/anolis/23.4/isos/BETA/
x86 ARM loongarch

步骤：	

1.linglong-rpm包安装好后，去安装玲珑应用包
2、linglong命令无法使用

实际结果：
安装玲珑应用失败

[备注]
重启系统后可以正常安装linglong应用

期望结果：
linglong-rpm包安装好后，安装玲珑应用包可以成功
