Description of problem:
客户迁移过程中发现安装的docker-ce被升级，导致原配置被覆盖。

How reproducible:
always

Steps to Reproduce:
配置docker-ce.repo
安装一个较早版本的docker-ce
执行迁移

Actual results:
docker-ce被升级到最新版本

Expected results:
不属于anolis源的包不要主动升级
