Description of problem:
CentOS 7.8 迁移到 Anolis 8.6 显示成功。在增加一个Banner后，只要一登录SSH，OS就会重启

How reproducible:


Steps to Reproduce:
1.使用 leapp 将 CentOS 7.8 迁移到 Anolis 8.6
2.增加 SSHD Banner 配置,重启SSHD
3.使用SSH客户端登陆失败，在虚拟化平台里看到操作系统在重启
