Description of problem:
Package for QEMU static user mode emulation, in which QEMU can launch Linux processes compiled for one CPU on another CPU, is not provided in anolis repos.

How to reproduce:
[root@anoli8]# yum search qemu-user-static
Failed to set locale, defaulting to C.UTF-8

Recommendations:
build qemu-user-static the user mode emulation binaries, so that people can do 'yum install'
