How reproducible:


Steps to Reproduce:
1.执行tools/create-stack-user.sh
2.tools/create-stack-user.sh:29:GetDistro
/mnt/devstack/functions-common:499:die
[ERROR] /mnt/devstack/functions-common:499 Unable to determine DISTRO, can not continue.

Expected results:
支持openstack的devstack
