Description of problem:
海光通用安全证书导入时，内核返回错误，但实际固件已经导入成功

Steps to Reproduce:
1.sudo hag general hgsc_import
2.
3.

Actual results:
hag logs显示Command Unsuccessful:0x15
sudo hag csv platform_status显示已经导入成功

Expected results:
hag 显示Command Success

已经合入devel-4.19，commit为：1ee6d8fe7929e70566e95b19ee19c0ef71d12935
