语言乱码

测试镜像：
x86:

测试步骤
1、安装DDE环境
2、进入系统点击控制中心-键盘和语言-系统语言
3、点击添加按钮

实际结果
1、添加系统语言部分语言显示乱码

预期结果
1、可添加语言正常显示，且设置后正常生效
